BACKGROUND INFORMATION

In a bid to maintain peacebuilding and reconciliation, spread love and hope within Rwanda, the Catholic Church led by the Archdiocese of Kigali in collaboration with the government of Rwanda through the City of Kigali would like to embark on the journey to prepare the architectural studies for the construction of a landmark Cathedral building on the site of the former prison “National Prison 1930”. The cathedral to be erected in this historic place will be a reference for future generations that faith and actions in unity can restore a country like Rwanda that experienced the atrocity of genocide of 1994.

The Kigali Archdiocese is seeking to build a new home that will feature a state-of-the-art landmark building for the Archdiocese of Kigali, Rwanda. The value envisaged will foster the gospel mission, strengthen social-cultural cohesion and be multiplied through harnessing the architectural heritage of the site into a new referral Cathedral. The intended outcomes are a combination of a strengthened foundation for peace and attachment to a spiritual asset – the Church.

The site for the Cathedral of the Archdiocese of Kigali will accommodate the following:

Church with a minimum seating capacity of 7000 parishioners
Cathedral square which accommodates 30,000 worshippers
Parking which accommodates at least 1200cars
Residence of the Archbishop with offices
Offices of the Archdiocese
Priests Residence
Pastoral Center (Visitors rooms, meeting or retreat rooms, restaurant facilities, etc.)
Hospital
Landscaping

IMPORTANT INFORMATION FOR THE ASSIGNMENT

Laws and Standards: All technical aspects of the project shall be done in accordance with the urban planning code, Rwanda Green Building Guidelines, Rwanda Building Code, construction permitting laws, and standards referred to. The consultant shall follow up on any development in the ongoing upgrade of the master-plan of the City of Kigali to ensure full compliance.

Location and Size

According to the Kigali master plan, the area proposed for the construction of the New Cathedral was initially zoned as Medium Rise Residential District (R3), but with the decommissioning of the “prison 1930,” the site was granted a zoning variance because of its historic importance. The full area masterplan of the project will be implemented on 77,827 square meters and will cover the footprint of the decommissioned prison and other surrounding facilities.

INVITATION FOR THE EXPRESSION OF INTEREST (EOI)

The client invites all interested consulting firms for consultancy services related to religious and/or institutional buildings to express their interest in providing the above-mentioned services. Interested consulting firms must provide information showing that they are qualified to perform the services complying with 3.1 and 3.2

Shortlisted companies will participate in a design competition where the winner will be awarded the tender to develop the concept further. Details of the competition will be used for shortlisted companies.
